Incidents of information technology being maliciously exploited reduce confidence and trust in the attacked organization’s security and operations.  In November 2024, the Global Anti-Scam Alliance noted that scammers siphoned more than $1 trillion globally in the past 12 months.  In addition, Recorded Future’s Annual Payment Fraud Intelligence Report noted that 269 million card data and 1.9 million stolen bank checks were posted on the dark web in 2024. Demystifying the Dark Web
(two hour session)
Presenters: Nicholas Lessard-Chaudoin (GAO), Angel Zollicoffer (GAO), and Mark MacPherson (GAO)
While not its only purpose, the Dark Web provides a degree of anonymity that appeals to fraudsters looking to engage in illicit activities. Under a cloud of obscurity, fraudsters use the Dark Web as a networking platform and marketplace. In this session, we will discuss and define the multiple layers of the internet (Surface, Deep and Dark web). Explore the various purposes and uses of the Dark Web to include how fraudsters communicate, learn, and victimize. We will also demonstrate how to access and search the Dark Web.
Learning objectives include:
- Define the Surface, Deep, and Dark Web and describe how the various layers are interwoven
- Understand how fraudsters use the internet to communicate, make transactions, and participate in fraud schemes
- Demonstrate how the Dark web is utilized in fraudulent and non-fraudulent activities.

Full refunds are available anytime when requested prior to 3 days of the event. No refunds will be made for “No Shows” (a “No Show” is a person who registers for a program but who does not cancel registration or attend the program).  A registered person may elect to transfer the registration to another person at any time. Cancellations can be made only by email at chapter@acfedc.org.  Payments can be electronically made any time prior to the event starts. Unfortunately, we are unable to accommodate "pay at the door" or payment by checks or cash.


The Washington Metropolitan Association of Certified Fraud Examiners (ACFE DC) is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit.
